Councillor should have been silenced

Dear Sir, — There was an interesting article in last week’s Chronicle regarding the question time section of the Cheshire East’s Cabinet meeting, when a councillor continued to make a very long statement instead of asking a question, as stipulated on the agenda and fully explained in the council constitution.
Although I accept it was a bit over the top for the council leader to quote a children’s poem, there are rules on how councillors should conduct themselves in official meetings.
