Stop hedge cutting in urban areas

Dear Sir, — By law, farmers are not allowed to cut their hedges during the bird nesting season, yet you see so many people living in urban areas doing just that.
A lot of people in the urban areas feed the small birds and get a lot of enjoyment in doing so.
The birds will build their nests in nearby hedges so that they do not have far to get food. Why is the same law not enforced? — Yours faithfully,
