Suggesting a study of Rood Hill wall

Dear Sir, — I do not have detailed knowledge of the methods that can be used to create such a feature where there is already an existing (impermeable) wall, but suggest that a feasibility study could address such issues before any decision is made. 
Certainly the new-build example in the redeveloped Barons Quay centre in Northwich doesn’t give me the impression of having a permeable wall behind it; I believe that such installations consist of a permeable substrate on a solid base onto which the planting is anchored, and water can be allowed to seep into and down this substrate from directed rainfall.
