Why do riders not have to pick up?

Dear Sir, — Could someone explain why horse riders are exempt from cleaning up after their animals?
Riders from Somerford Park farm frequent Brereton Heath Lane to exercise their animals. Unfortunately some riders choose to use the pavement rather than the road or grass verge, with the consequent mess. 
It would appear, from discussions with riders, that they feel that it is not their responsibility to clean up. 
Therefore it must either be the hard-pressed local authority or maybe the householder whose frontage has been affected.
Surely there must be a simple answer — make it the responsibility of the rider in the same way that dog owners have a responsibility. — Yours faithfully,
